Houses in Empire Earth do not effect your population limit, but they do work with Town Centres and Capitals to provide morale to your people. The more homes your forces are defending, the more morale they feel and the longer they last in battle.
How do you increase population limit in Age of Empires 1?
The population limit can be increased by capturing more Settlements, until enough has been built to reach the game population limit of 300. Researching Fortified Town Center increases the population limit by 5 per Town Center.
